Every named person with a real combat identity carries a star rating (1-5) alongside their exact Threat Rating number β both are derived from the same underlying scale, so any two people of similar rating are genuinely comparable in raw strength. Someone who's never actually been assessed by the Hero Public Safety Commission shows "???" instead of a computed rating, no matter how strong they really are β a threat rating implies someone's actually been evaluated, and for a genuine unknown, nobody has. Random creatures/monsters encountered in the story use a separate, wider F-through-Cataclysm threat scale reflecting engineered encounter difficulty rather than an individual's overall standing.
